Petrobras and $100 Oil: When Higher Crude Prices Help—and Hurt—Brazil

Oil above $100 can be excellent for Petrobras—but much more complicated for Brazil.

Brent crude has climbed above $107 per barrel as attacks on Middle Eastern energy infrastructure threaten global supply.

For Petrobras, higher crude prices can increase revenue and cash flow.

Why Higher Oil Helps Petrobras

Petrobras produces large quantities of crude oil.

When the global oil price rises, each barrel it sells can generate more revenue—assuming production volumes and costs remain favorable.

That effect was already visible in Q2 2026.

Petrobras reported:

R$52.4 billion net profit

up 96% year over year.

Adjusted EBITDA rose nearly 80% to R$93.8 billion, while revenue increased more than 42%.

The basic relationship is:

Higher Oil Price → More Upstream Revenue → Stronger Cash Flow

That can support investment, debt reduction and shareholder distributions.

Petrobras announced around R$17.4 billion of dividends and interest on equity alongside its Q2 results.

But Petrobras Is Not a Normal Oil Company

Petrobras is controlled by the Brazilian state.

That makes fuel pricing politically sensitive.

If global crude prices rise sharply, Petrobras faces pressure between two objectives:

Maximize commercial returns

and:

Avoid pushing domestic fuel prices too high.

Those objectives do not always align.

In September, Petrobras stepped back from an expected gasoline-price increase after the government introduced tax reductions designed to lower prices for consumers.

So higher global oil prices do not automatically flow directly into Petrobras’s domestic fuel prices.

Why $100 Oil Can Hurt Brazil

Brazil is a major oil producer and exporter.

That means expensive crude can increase:

But Brazil also has a huge domestic transport economy.

Diesel is particularly important for:

That can hurt household purchasing power and make the central bank more cautious about cutting interest rates.

The Government Is Trying to Cushion Consumers

Brazil has responded aggressively to the latest oil shock.

The government increased diesel subsidies and cut federal taxes on gasoline and ethanol.

Reuters estimates Brazil’s fuel-relief measures will cost roughly R$40 billion between March and September 2026.

That creates another trade-off.

Higher oil produces additional government revenue.

But part of that money may then be used to protect consumers from higher fuel prices.

So the government can simultaneously:

benefit from oil

and:

spend money offsetting oil’s consequences.

Why Petrobras Stock Does Not Move Only With Oil

Investors sometimes assume:

Oil up = Petrobras stock up.

It is not that simple.

Petrobras shares also respond to:

  • production growth;
  • dividends;
  • capital spending;
  • government intervention;
  • domestic fuel policy;
  • taxes;
  • Brazilian politics.

For example, Q2 results benefited significantly from high global oil prices, but Petrobras also recorded a R$4.9 billion charge related to Brazil’s temporary oil-export tax and faced delays in receiving government fuel subsidies.

That means investors must analyze both:

oil-market fundamentals

and:

Brazilian policy risk.
